This essay discuses supervised release as an alternative to detention in removal proceedings for illegal immigrants. The INS asked Vera to test such an approach in New York City beginning in February 1997. In August 1998, the INS extended the experiment to include people who arrive at Kennedy Airport, seek asylum, and have a credible fear of persecution in their own countries.
