Overview
This is Vera's 1989 review of the first year of the Staten Island Day-Fine Experiment. Review of the preliminary data gives evidence that introduction of the day-fine system resulted in a more just use of fines in sentencing criminal offenders—it indicated that, if collection rate remained stable, the amount of City general fund revenues derived from fines would significantly increase under the new system.
