Innovative Neighborhood Oriented Policing Projects in Eight Cities An Interim Report

Overview

This 1991 Vera report examines the implementation of the Bureau of Justice Assistance's Innovative Neighborhood Oriented Policing (INOP) program in eight cities: Hayward, CA; Houston, TX; Louisville, KY; New York, NY; Norfolk, VA; Portland, OR; Prince George's County, MD; and Tempe, AZ. Among the few components these programs have in common are a police enforcement component, a focus on neighborhoods, and an emphasis on drug demand reduction. In addition, all eight INOP programs either implemented or attempted to implement a broad array of partnerships with various state and local agencies and community organizations within their respective jurisdictions. The report also explores the many differences between the various programs.
