Improving the Use and Administration of Criminal Fines A Report of the Richmond County Criminal Court Day-Fine Planning Project

Overview

This 1986 report describes the initial planning of the Staten Island Day Fines Experiment. The planning group sought to make monetary penalties, particularly fines, more useable as a criminal sanction. The key to this reform effort is the careful design of an operational plan to permit American courts to replace fixed fines with means-based fines.
