This analytic memorandum to the New York City Jail Population Advisory Committee addresses two questions: How many inmates in the daily population of the New York City Department of Correction (DOC) are eligible for the various city-funded alternative programs? And, given the sizes of these "eligible pools," how much room is there for program expansion?
