CPOP The Research: An evaluative Study of the New York City Community Patrol Officer Program

Overview

This is a comprehensive 1991 Vera report of detailed empirical research regarding New York City's attempt to put community policing concepts into practice at a beat level through the Community Patrol Officer Program (CPOP). The report takes a mostly positive view of CPOP and concludes that while shortcomings should be expected, CPOP represents a reasonably successful effort to move the New York City Police Department in a desirable direction and that the failings can and should be corrected with time, patience and renewed effort.
