This report is translated from Russian. The materials presented in the report are the result of the third stage of the study "The Public and the Police in a Large City, started in 1999 by the center for the Study of Deviant Behavior. The special feature of this third phase is the opportunity to make a comparative analysis of the results of the three annual surveys of the population in St. Petersburg (1999,2000,2001), and also surveys of the population in Volgograd (a large city) and Borovichi (a small town) in 2001. There is also the addition of a criminological analysis of crime as a whole in St. Petersburg by district cross-section.
