Overview

This is Vera's first report on the felony alternatives to incarceration (ATIs). Issued while research was ongoing, the report provides descriptions of the programs and the court processes by which offenders are assigned to them. The descriptions are based on interviews with ATI program managers, judges, prosecutors, defense attorneys and other system actors. In addition, the report provides preliminary findings from an analysis of offenders entering the programs during the study period and includes demographic characterists and the medical, substance abuse and criminal histories of the 135 participants we interviewed. The report also includes descriptions of the most recent court experiences of 336 participants who were referred to the program during the study period.
