Arrest and Incarceration Among Mothers of Foster Children

Overview

The Administration for Children’s Services (ACS) requested that researchers from the Vera Institute of Justice examine patterns of arrest, incarceration, and foster care placement among mothers of foster children in New York City. The research drew on a match of records from ACS; New York State’s Office of Children and Family Services, Department of Corrections, and Division of Criminal Justice Services; and the New York City Department of Correction.
